Yeah, those can be now used freely, but dont forget that those too require high amounts of Chakra to be used. Onto something other that PS, as in special Jutsu of the MS. No normal Uchiha, even those who possess EMS should be unable to unlock PS given the sheer amounts of CHakra required to unlock it. Yes, Obito too achieved PS, but he too at that point possessed Rikudo Chakra, meaning butt loads of Chakra. they are the incarnations of Indra and thus are above any other Uchiha. Given the amount of Chakra required to even unlock PS, only likes of Madara and Sasuke could achieve it. he would probably in future would have succeeded at it, but the future would be far off. he needed the boost from the RInnegan and Rikudo Chakra to even get to that stage. It is one of the reasons why Sasuke at the start of the war did not have PS. since it is also shown that one does not need eyes or activate MS once Susanoo is unlocked all one needs is Chkara and huge amount of it. the thing that will be able to make it possible is huge amounts of chakra.

one goes from skeletal stage, to a cloaked half body, to full body, to cloaked PS and then PS. to even produce a full body Susanoo he needed the chakra boost from Naruto something whihch is shown to boost an individuals level up the roof (remember Hinata trashing away an arm of Jubi with a basic air palm and fodder level Nara shinobi actually restraining the Jubi).
Sasuke already possessed the EMS before he could get into the war, but at that time he couldnt even make a full body Susanoo. Yes, Sasuke awakened the PS, but it was not because of EMS. The power of the EMS is never letting one's eyes go blind from over use of MS. Let's try to give my view on this without diving so deep into Naruto vs Sasuke debate (seeing that those 2 are perfect examples of said power it will be hard not to but i will try).
